"Under a joint program with the United States Agency for International Development, the Foundation launched a pilot program to encourage local initiatives in democracy and justice or PRODEM. The program was undertaken by a consortium of NGOs - the Association of Foundations, the Evelio B. Javier Foundation, and the Center for Community Transformation - in a unique attempt to bring together our strengths and combined experience in working with communities and local governments. PRODEM was implemented in the provinces of Laguna, Cebu, and Misamis Oriental. Among the activities undertaken last year were voters' education campaigns and candidates' fora to inform and encourage debate on the issues that affect the poor. In addition, grassroots members were trained in the barangay justice system as a step in giving the poor better access to better justice.
Non-governmental organizations (NGOs) and people's organizations (POs) were also strengthened and encouraged to seek representation in the local special bodies. In this effort, various NGO/PO networks were created to discuss issues, develop consensus, and strengthen their voice in dealing with the government and other sectors. This program reflects the importance we give to efforts to strengthen our democracy through enhanced people's participation in their own governance."
